   We do not invent quotes. A sourced pledge is a sentence plus an http(s) URL. Citations without a URL are shown, not scored.

   Local language first

   The country's language leads. English is the second column.

   Career-tenure pledges

   Not just the freshman race. Re-elected members keep manifesto language by session.

   Latest-pledge scoring

   The sitting session uses the latest pledge per issue. Earlier language stays as history.

   Flips are printed

   Opposite stances on the same issue are a flip, and we say so.

   Ran-as identity

   Historical party names stay. The whip uses the sitting caucus.

   A newspaper desk, not dashboard chrome

   An edited page. Not a pile of widgets.

How a keep rate is made

• Each scored vote is tagged to one issue. The latest pledge on that issue, from this member, decides kept or broken.
• Aye and no move the rate. Absent and abstain are recorded and do not move it. The rate prints at threshold: US 6 · Canada 5 · Korea 5 · else 5. A pledge without an http(s) URL does not count.
• Secret ballots are scored only when the member published a position. We do not guess the rest.
• Whip plus confirmed public defections reconstruct individual marks where the chamber publishes totals but not a member-level feed. Chamber totals are the published numbers. Reconstruction is labelled.
• A flip is two sourced pledges on the same issue with opposite stance. History is kept. The sitting session uses the later one.

Methods behind the money

Pipes, never one score: financial support, lobbying, public awards, bidders & defense contractors, related entities (990s), and assets. Follow the filing. Search the award. Then the 990. Map only the orgs the filing names. Do not invent a network.

Methods are sequences on public filings. Names a register already printed — PAC, corporation, contractor, 990 related org — go on the page. We do not store a home address. Third-party reporting is not a corpus.

PEPEous MAXXimus is the Citizen Accountability Bot on this atlas. It answers from the harvest and treats independent high-signal reporting as a lead. Investigator legal names stay off the pad — pond callsigns only. Ask the pond.

• Korea: support associations, party transfers, and the public subsidy under the Political Funds Act. Corporate and union gifts are banned. Amounts on this desk are reconstructed from NEC averages plus tenure. Donor names above the public threshold stay at the NEC — we do not copy them in.
• United States: FEC receipts (including PAC names as filed), LDA lobbying, USASpending awards, 990s, PACER, FARA, and annual asset disclosures are separate desks. Individual home addresses are not stored. Empty cells stay empty until a filing names them.
• A regulatory committee writes rules for an agency or a market. Influence is that seat, printed next to the member’s fundraising mix when we have one. We do not multiply the two.
• Start with the wire, not the press release. After the award, read Form 990. Private inurement only from a filing. PACER before any claim. A first-ever federal contract is a flag. Super PAC spend is a separate pile. Revolving-door timing is two dates, not a quid.
• Intel–contractor revolving door, board interlocks, public–private fusion, cutouts. The employee is not the principal. Print the institution the award names.
• Follow the money to the structure at the top. Keep shells (separate UEIs) separate. Research from filings, not from commentary.
• Bidders: live USASpending for anyone who won a US federal contract (default DoD). SAM’s full eligible-bidder list, LDA lobbyists for those orgs, and member-to-contractor overlays stay holes. We do not invent names.

Opposed structures

Compare pins up to four desks. Alignment is seating: shared blocs, three governance matches (system, pluralism, ballot), and documented opposed treaty pairs. It is not a hostility index.

  The EU and the Eurasian Economic Union are exclusive economic unions. A state cannot sit in both customs unions.
