The committee writes the rule. The FEC names the PAC. USASpending names the awardee. When the same name sits on an overseeing seat, we print that co-occurrence. We do not multiply it into a score. A missing name stays missing.

Entity × overseeing seat
Same name on public desks: the award, the PAC, and the Clerk seat that oversees the awarding agency. Organized-retail-crime grants and infrastructure lobbyist-awardees (LDA client + DOT money) are listed first — not only the defense primes. Retail lobbyists without an ORC award sit on Money. We do not invent a commercial–police partnership. Co-occurrence is not a quid.
